Study Process
The process for the County’s areawide transportation studies involves an interdisciplinary approach, combining engineering, transportation planning, and community input to identify transportation needs and improvement strategies for the study area. Below is a brief description of the key steps that will be used during the Northwest Orange County Areawide Transportation Study. Existing Conditions (Data Collection and Analysis)
The main objective of this phase is to understand the existing conditions within the study area. A major component is understanding the existing traffic and traffic patterns within the study area based on the current land uses. All modes are considered, including vehicles, transit, bicyclists and pedestrians. This phase also includes a review of existing environmental conditions within the study area which includes built and natural features. The results of the data collection and analysis is summarized in the Existing Conditions Report for the study. The primary tasks are listed below:
- Traffic counts
- Origin-Destination pattern determination
- Review of land use/development patterns
- Review or archaeological, historic and cultural features
- Review of existing utilities
- Review of natural features
- Analysis of existing traffic conditions
Transportation Modeling and Evaluation of Scenarios
This phase involves validation of a transportation model that reflects the existing transportation conditions and develop future year traffic models to establish traffic forecasts. The future year forecasts will be utilized to evaluate the study area to identify anticipated future year vehicular, pedestrian, bicycle and transit modes, determine required improvements, and develop a prioritized list of improvement projects. The primary tasks are listed below:
- Develop and validate year 2025 Central Florida Regional Planning Model (CFRPM) sub-area model
- Develop future year 2050 sub-area model
- Develop future year 2050 traffic forecasts
- Analysis of future year 2050 traffic conditions
- Evaluation of scenarios
- No-build scenario – includes the same roadway geometry as existing conditions plus programmed (or committed) improvements
- Build scenarios
- Develop a future year 2050 transportation needs plan

Public Outreach
Public outreach is a major component to the study that will take place throughout the course of the study. The main objective of the outreach effort is to get the community involved in the decision-making process, so the County and City can develop a plan that not only meets the transportation needs of the area but is also supported by the community it is intended to serve. The primary outreach efforts for this study are listed below:
- Small group meetings with key local agencies and community organization representatives.
- Community meetings – two meeting series will be held over the course of the study, the first to present the data collection and analysis of the study and the second to present the transportation needs plan recommendations. The intent of both of these meeting series will be to share findings/recommendations for local feedback and obtain additional input from the community. More information about these meetings will be on the announcements section of this website, once dates are scheduled.
- At the conclusion of the study, public hearing presentations will be held at a regularly scheduled Orange County Local Planning Agency (LPA) meeting and the Board of County Commissioners (BCC) public hearing. These hearings will be open to the public and will provide opportunities for additional input.
Project Wrap Up
A Final Study Report will be prepared documenting all steps of the study, including data collection, existing and future analysis, the needs plan recommendation, and public outreach. Once finalized, the document will be published to this study website.
